The Napier Hastings Future Development Strategy (FDS) has been adopted by Hastings District Council, Napier City Council, Hawke’s Bay Regional Council and iwi Post-Settlement Groups (with input from residents, industry, and interest groups).
The FDS is a requirement for these areas under the National Policy Statement on Urban Development (NPS-UD) and replaces the Heretaunga Plains Urban Development Strategy (HPUDS) as the key growth strategy for Napier and Hastings.
This strategy sets out how housing and business development will be integrated with infrastructure and environmental planning across the Heretaunga Plains. Its primary goal is to enable well-functioning urban environments and ensure there is sufficient development capacity to meet future demand via a coordinated and sustainable approach to managing long-term growth.
It is a 30-year strategic plan that identifies where urban, industrial, and commercial development will occur within the Napier and Hastings areas and is informed by current population data.
The strategy ensures growth happens in a way that:
- Supports good urban outcomes
- Protects natural and cultural resources
- Considers key risks and constraints
Importantly, any land identified for development in the FDS will still need to undergo the Resource Management Act (RMA) planning and approval process, including Resource Consents and Building Consents. These processes will address site-specific issues and identify any necessary mitigation measures.
